Use the payout as the bridge
Reconciling each PayPal sale directly to the bank is usually the wrong level of detail. Received payments, refunds, fees, holds, and conversions first change the PayPal balance. PayPal then sends available funds to a linked bank as a withdrawal. On the Activity Download report that withdrawal is classified as a general withdrawal to a bank account (transaction event code T0400, a settlement withdrawal). Manual withdrawals use T0403. Auto-sweep uses T0401.
Your reconciliation therefore has two related checks. First, confirm that the balance activity before the withdrawal explains the net that left PayPal. Second, match that withdrawal to the bank deposit. If the export already isolates completed withdrawal rows with a reliable Net amount, begin with the second check and retain the surrounding activity as support.
Control point: reconcile each PayPal account, currency balance, and destination bank account separately.
Export files with enough overlap
From a PayPal business account, go to Activity, then All Reports, then Activity download. Create a report for the review period and download CSV. PayPal allows any period within the last seven years, with a maximum of twelve months in one report. CSV and TAB files stop at 50,000 records and split into a ZIP when larger.
Keep the columns you need for matching and support: Date, Type, Status, Currency, Gross, Fee, Net, and Transaction ID. Add Bank Reference ID and Transaction Event Code if they are not already selected; both are optional on the official field list and are useful when the bank exposes a reference. From the bank, export statement lines with posting date, description, debit, credit, and currency.
Build a working set of withdrawal rows rather than matching every payment. Filter Type or Transaction Event Code to bank withdrawals (T0400, T0403, T0401) and keep completed items for the first pass. Approved merchants who have Settlement report access can also use Activity, All Reports, then Transactions, then Settlement for a balance-affecting summary. That report is not available on every account.
Include several business days on both sides of month end. A standard transfer to a bank account is typically completed within one business day and can take up to one to three business days depending on the bank. Transfers started after 7:00 PM ET, or on a weekend or holiday, may take an extra day. Instant Transfers are typically processed within minutes and incur a fee. An overlap prevents ordinary clearing from appearing as missing.
Confirm that the PayPal withdrawal destination matches the bank account under review. Businesses with more than one PayPal balance currency or more than one linked bank can compare a valid withdrawal with the wrong statement. Also note whether the period includes Instant Transfers, because that choice changes both expected timing and the amount that should reach the bank.
Normalize dates, signs, and currencies
The Activity Download Date is the localized completion date of the PayPal event. The bank supplies a posting date. Choose the date that best represents withdrawal initiation, retain the other dates as reference, and compare within a documented business-day window. Do not rewrite dates to make records match.
Normalize the sign convention before matching. A PayPal withdrawal is usually a debit against the PayPal balance, so Gross and Net are often negative on the export even though the bank records a credit. When Balance Impact is present, use Debit and Credit as a check rather than as the amount to match. Verify both conventions with a known deposit. Handle reversals, including a reversal of an ACH withdrawal (T1101), as separate records rather than deleting both sides.
Keep currencies separate. A USD withdrawal and an EUR deposit are not an amount match, even if the numbers agree. Currency conversion appears as its own events (T0200 or user-initiated T0201). When PayPal converts before sending funds, use the withdrawal currency and net that actually left for the bank, and document the conversion evidence. Foreign exchange gains, losses, and conversion spreads require accounting treatment outside a simple amount match.
Match exact payouts first
- Filter to completed PayPal bank withdrawals and bank credits in the expected destination account.
- Match exact currency and amount within the normal posting window.
- Use the bank description, which often includes PAYPAL, plus Transaction ID or Bank Reference ID when either source exposes a useful reference.
- Remove confirmed pairs from the open list.
- Review repeated amounts carefully so date proximity does not create a false match.
PayPal processing fees usually appear on the payment rows in the Fee column before a withdrawal is created. In that common setup, the withdrawal net should equal the bank deposit when fees were already deducted. Instant Transfers incur an extra fee. If the bank receives an amount different from the withdrawal Net, investigate that Instant Transfer fee, a bank return fee, currency conversion, a split posting, or an incorrect source column before classifying the variance.
Explain common PayPal differences
Payout still in transit
A Complete status means PayPal has processed the transfer and sent it out of PayPal. It does not mean the bank has posted the funds. Record the Transaction ID, Net, completion date, transfer type (standard or instant), and destination. Carry it forward and confirm the bank posting in the next period. A Pending Review hold is an automated security review that typically clears within 24 hours and may take up to 72 hours. If the withdrawal later fails or reverses, update the classification rather than leaving it as in transit.
Refunds, holds, and reserves
Refunds reduce the PayPal balance before the next withdrawal, so they change composition rather than creating a separate bank line. Dispute investigation holds (T1110), general or available-balance holds (T1500, T1503), payment review holds, and reserve holds (T2103) can delay what is available to withdraw. Reserve releases (T2104) later return funds to available balance. Use the Activity Download Type, Status, and Transaction Event Code columns to support these movements. Do not assume every amount difference is a processing fee.
Multiple payouts or combined bank lines
Instant Transfers, manual withdrawals, and scheduled or auto-sweep withdrawals can produce several bank credits on one day. Conversely, some bank feeds combine or summarize postings. Preserve the individual PayPal withdrawal rows, list every bank component, and document any one-to-many relationship. The sum should agree by currency, and the grouping should be supported by dates and references rather than amount alone.
Failed, canceled, or returned payouts
A failed or reversed withdrawal should not be matched to an unrelated bank deposit. If a withdrawal fails because of incorrect account information, PayPal states that the money should return to the PayPal balance within one week and that a return fee may apply. Trace the original withdrawal, any T1101 ACH withdrawal reversal, and the replacement withdrawal. If the bank posted and returned the funds, retain both bank lines. This preserves the cash trail and avoids hiding a failed settlement inside a later successful batch.
Limit: a CSV workflow cannot confirm facts missing from the exports. When status, destination, or withdrawal composition is unclear, return to PayPal Activity and the bank for source evidence.
Prepare review-ready support
A completed file should show the PayPal Transaction ID, settlement currency, withdrawal Net, relevant PayPal date, bank posting date, bank description, match status, and exception explanation. Attach or retain the original Activity Download and bank files. For open items, include an owner and next action. Reviewers should be able to distinguish ordinary bank clearing from a pending review, a hold, or an item that requires PayPal or bank follow-up.
Compare the total of matched and open PayPal withdrawals with the filtered source report, then compare matched and unexplained bank deposits with the statement. These completeness checks catch records omitted by Type filters or import ranges. The goal is a supported zero difference after timing and other documented items, not a spreadsheet made to balance through plugs.
